Franklin is a democracy and governance expert with more than 30 years of experience, including two decades focused on parliamentary strengthening. His work covers post-legislative scrutiny, parliamentary oversight, anti-corruption, financial accountability, public finance and institution building. He has worked with UNDP, OSCE, EU Delegations, SDC, NDI and IPU, and has led parliamentary assessment, programme design and evaluation missions in fragile and transition contexts. Franklin is WFD’s in-house expert on post-legislative scrutiny, independent oversight institutions and financial accountability, supporting country teams through research, technical advice and programme quality assurance.
