Franklin De Vrieze is a democracy and governance expert with extensive experience in post conflict, fragile and transition countries. His areas of expertise include parliamentary strengthening, post-legislative scrutiny and legislative impact analysis, institution building for anti-corruption and integrity, the oversight role of parliaments on public finances and public debt. He works at the nexus of parliaments and technology and was co-editor of the AI Guidelines for Parliaments, published in 2024, and the book on Cybersecurity for Parliaments, published in 2026. Together with the University of London, he leads the Certified Course on Legislative Scrutiny, AI and Digital Law Making, scheduled for February-March 2027, online and in Berlin. Over the past 25 years, his work has consistently focused on ensuring that democratic institutions deliver with integrity and efficiency. His previous positions included Programme Manager of UNDP’s Global Programme on Parliamentary Strengthening and Team Leader of the Central Governance Unit at the OSCE Mission in Kosovo.
