The policy environment has shifted, but many organisations are still running a playbook designed for a world that no longer exists. Regulatory change is noisier, faster and more ideologically driven than the processes traditional public affairs was built for.

This session introduces the policy entrepreneur: an actor who doesn’t simply represent an interest, but creates momentum and knows when to seize it. Every policy entrepreneur is a lobbyist, but not every lobbyist is a policy entrepreneur. We meet two practitioners who have done exactly that.
