The policy environment has shifted and most organisations are still running a playbook designed for a world that no longer exists. Regulatory change today is noisier, faster and more ideologically driven than the processes traditional public affairs was built for.
In this session, we introduce the concept of the policy entrepreneur: an actor who does not simply represent an interest but shapes the conditions under which decisions are made. Every policy entrepreneur is a lobbyist, but not every lobbyist is a policy entrepreneur. The difference lies in the ability to create momentum and to seize it when it arrives. We interview two practitioners who have done exactly that.
